Bloomberg’s Plan lays out an exciting vision for 100 more NYC charters including new Children’s Zones in Brookly and the South Bronx. He asks for chancellor chartering authority (and having recently completed the NYC DOE review, I can vouch for the rigor of the process). He also proposes multicampus charters and streamlined renewal for proven operators. There are provisions to assist with charter facilities (which are helpful but short of the recognition that charters are public schools that should have full access to public facilities and bonding capacity). The legislature will need to lift the charter cap and modify the charter law to enact this plan.
