No Veto Power for Regents

In this video, Democrat Sam Hoyt asks for clarification about language in the new education bill. He points out that it looks like the State Board of Regents was given veto power over SUNY in the case of authorizing charter schools. Catherine Nolan, also a Democrat, gives a long semi-lucid somewhat nuanced riposte. She says, finally, that both bodies will have the power to issue RFPs separately. One will not have veto power over the other.
